The 1st Amendment to our Constitution clearly defines this: 

 

"CONGRESS shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances." 

 

This means, no one has the right to bring down your billboard because you have an image of a bible displayed on it. In August 2018, a recent public arena event took place in California to oppose one man's religious freedom of expression.
